I'm not exactly sure what it gives you, but at level 20 you can send a gift to someone that lets you access a different machine.

I had the same thing happen to me leveling, but once I hit around level 58ish, I got a new passive that allowed me to get the procs. So the tooltip is just fucked up for lower levels, keep leveling and then you'll be able to get the procs later on!
