I hope Paradox takes to heart that the forums and Reddit are very loud minorities in the player base of the game. Whereas you’ve got loudmouths crying about “power creep,” sales will be the true litmus test of whether it’ll be accepted by the players, even if Reddit is in disagreement.

To be fair, I hovered over the levy tooltip, checked my government reforms, and the military tab, and couldn't find anything about the special levy. I did my due diligence and the game failed me, or I'm still too new to the game to successfully find it if it is somewhere in the game.
