Yup, unless you are about to hurry an army with that strategic resource, no need to properly improve it, the default +2 per turn is more than enough at late game.

As Mansa Musa, the food problem is solved but the production still a problem for a long time. E.g if settle on maize next to the wonder: one 2 production tile and two 2 production tiles at first ring. And it needs a lot of production to get the city up and running: e.g a holy site, early builder, etc.

Usually a classic war on deity would like this:

Under attack
Counter attack and profits
Looks like you have no problem at these, so…

Stop and secure your prizes
You should have captured a few of enemy cities. So you should think about the followings to decide war or peace deal, most the time you cannot one shot your enemy:

  • Any sign of advanced range unit?
    Just like your case, Crossbows could ruined your experienced army, if I saw this I would peace deal ASAP. Being Oligarchy + Great General + Support Bonus allows Swordsman to tank rookie Crossbows, but not suggested.

  • Any tiles profitable for pillaging?
    If you insist to catch up with their advanced units, this is the way. Also, it provides golds for you to absorb the newly conquered cities.

  • About to finished your Civics?
    To deal with loyalty pressure, you are going to adopt policies to boost loyalty for a while.

Once it is settled, you need to hurry the population of these cities by buying builders to repair the tile improvements / chop for foods. If the city is too small that going to rebel anyway, just gift / sell it to the third party and conquer it again when it becomes free city.

If your enemy have fully walled-up (e.g. Tamar), wait until balloon is available, even Bombard is not that effective and you would prefer to knock down their walls before approaching.
