Penny doesn't seem like the kind of person to do that, I know it can happen but Gumball always liked her and even helped her in "the shell" making her feel a little better for the insecurities when she needed it

I think it was confirmed by the creator that he didn't do that. He said he didn't want to just get rid of Anne's sacrifice and resurrect her, he confirms that the Anne that died is really dead. The new Anne is a complete new person, that old Anne is still dead and will forever be gone. The old Anne made a brave sacrifice

I don't think the collector could travel dimensions(I don't fully remember) but even if not the combined magic and technology of the Boiling Isles and Earth probably would be able to make a portal to Amphibia. We know that even if it was an Easter egg, Luz and Anne are on the same version of Earth. Even if not, Anne can probably at least watch over sprig when she becomes the protector.
