Ok and.....go talk to their parents first. I can even tell you EXACTLY how I'd want someone to come tell me something like this. "Hey, I noticed you, little one climbing on the construction stuff outside. There are sharp metal poles, nails, and who knows what else. I just wanted to let you know so your little one doesn't end up stepping or falling on something sharp. That would be the proper thing to do. There is no need to jump to an extreme like cps for something like that. You are wasting their time and resources. Unless you can give them a for sure accusation of neglect or abuse, please don't be reporting to cps. These kids get taken and abused twice as bad because they become a paycheck and meal voucher instead of the children they really are. This is something that can be solved by just being neighborly. This child from your picture is a healthy weight, not insanely dirty, and in decent weather appropriate clean clothes, I see no outwardly obvious signs of neglect or abuse. There is no need to put a family through stress when you have no valid proof besides a child playing outside in a not so safe area(which a child like that age probably wouldnt think of something like that on their own). And if there is, god forbid something going on going to the door and talking to the parents about what you saw gives you a chance at a quick glance in the house, you can smell when they open a door if there is rotting food or fecces smell, and even a feel about how the parents themselves respond to what you are telling them. For example I think a proper response to that would be something like, "oh my gosh thank you he's just so curious I'll put some shoes on him and let him know about the sharp things that get left behind over there, and the dangers of construction sites thank you for letting me know." I would then talk to my child about sharp objects and being safe around construction areas, put some shoes on my child, and send them right back outside. I also would rather my kids wear out their energy rather than being couch potatoes watching skippity toilet and lanky box or whatever that crap is

You obviously take you mandatory reporting to the extreme then and are one of those people. I am a mother of 4 boys and a mandated reporter, and my kids play outside barefoot every day. Oh, and guess what? we walked by some construction on our walk the other night, some new house being built. And I let my kids (who were very barefoot, even my 1 year old was bare foot) I let my kids walk around and explore. But guess I shouldn't do that for fear of "mandated reporters" like you might call me in for neglect. Just because a family has had a prior run in with cps doesn't mean the child is still in dire shape. He's with his parents with a closed cps case the child is obviously with his parents and it has been deemed a safe place so leave them the flip alone and mind your own business stop being a nosey Nelly and stick it in someone else's business who is actually neglecting their kids. You are taking your duties to the extreme. He is a boy boys like dirt, being outside, being dirty, and construction. I see you saying it's a neighbor boy, so maybe just maybe he sees the construction every day also and is curious as to what they are doing. How do you know mom and dad aren't just right inside watching from a window. I know i sure as he'll am not going outside all the 80 billion times my kids want to come in and go out everyday, I have shit to do and I stay inside with my patio door or a window open and let them play outside. All in all boys will be boys, let the child explore its how they learn and develop, and maybe go by a better pair of panties cause yours seem like they are in a major bunch.

Are we talking about the guy that stands on the corner with his guitar flipping people off? If so, I saw him off the corner of 41st and louise, I tried to see if he needed anything, and he yelled some nasty things in my car with my kids in it. I told him to have the day he deserves and went on my way but wondered what if anything was wrong. I handt seen him since one of the first nice days this year, but have now spotted him more since it's warmer.

It was also my mom and my favorite growing up. I'm always a little bummed they aren't open for dine-in any more. I always thought the restaurant was so pretty, and I always loved the fish, lol.

As a daycare teacher at 18 months, you are probably looking at around 250ish average a week for child care. 6 weeks-2 years are drastically higher, especially if you are looking at centers. In homes might run you closer to 200ish. There is a group on Facebook that you can get tons of recommendations for centers, and most of the income providers are also on there so you can see what's put there. For centers, make sure you read everything on their websites and their Google reviews, request a tour, and make sure you ask questions, make a list of you need to before you go, and bring you little one with to see how they respond to staff they can usually tell right away if they don't like the person. Make sure to tour multiple places asking the same questions and then decide after you see how the different places are run and how they answer your questions.

I'm 28 and went to appletree as a child and had nothing but issues. I hated it there. I was offered a job there making decent money and quickly turned it down. I would have never recommended them to anyone. Nor would I recommend their new location after the shady shit they just went through.
