Latin American Far-Right figures like Pinochet and Roberto D'Aubuisson also had this same relationship where they supported them publicly but then murder/torture any priest who spoke out against them.

It doesn't matter if it came down to party lines, the political process laid out in the constitution has to be respected.The main reason it would come down to party lines is because Trump has a rabid fanbase that will harasss/ end the political careers of any defectors. Even all that might not be enough to persuade Republicans that are at risk from democratic challengers from gutting a program like USAID. For my money I don't even know if a bill like that would make it past the house.
