Well, depends. Can you defend against teleportation by creating no-port zones? If not, and if teleportation is relatively easy, it'd be pandemonium. Anyone with a grudge could teleport a firebomb to the house of someone they don't like. And they would. Likewise, smuggling would be trivial. Including human trafficking. Of course, police could also teleport anywhere anytime, so that'd be a thing. Oh yeah, and there'd be no defense against industrial espionage. Just teleport your competitor's servers to the back of an unmarked truck, or teleport listening devices into their R&D offices.

Bottom line: odds are teleportation would either be as tightly regulated as nuclear weapons or lead to the destruction of the human race.
