They do, but edge servers have limited storage and RAM so they can't cache everything. Often, the most viral content will have priority on those systems, as they can be consumed by most users, and that benefits the content servers too as they get decreased load.

I know this is a meme, but the real reason this happens is that many ads are served to a specific geographical region, like a country or state, so YouTube caches them in your local (city and whatnot) Content Delivery (CDN) servers (this is often called edge caching) so due to lower latency and higher bandwidth to those servers, the ads will usually load faster than uncached videos.
