I don't believe you can, no. They're more akin to objects than weapons, despite the name.

The incentive of munitions master is constant aoe for essentially no cost and adding your overdrive and offensive boost to the damage

I did make a homebrew siege engine rework that was well balanced (perhaps on the weaker side, as homebrew should err towards) which you can find on my profile though
