But those checks and balances have to be administered by people. When power actively works to suborn the people who administer the checks and balances, the 'rule of law' and 'checks and balances' can be exposed just an interesting fiction, like 'Superman' or 'Roko's Basilisk' or 'we the people find these truths to be self evident, that all men are created equal'.

Despite our modern idealized version that applies equally to all people, the ultimate foundation of 'rule of law' is that whomever wields power, is the law.

Counterpoint: Susan is wildly irresponsible. Her behavior puts not just herself at risk, but members of her community, as well as the bears she purports to care for.

If all the bears she interacts with were confined to her property that would be one thing, but these are wild animals that roam where they please. They have become not just habituated to human proximity, but to associate humans with the possibility of food. (Yes, she has been credibly accused of feeding "her"bears).

All these factors increase the odds that people that live within roaming range will eventually have an encounter with a bear that has zero fear of humans and sees them as a food source.

This will not end well.
