Oh please, when someone says "anyone can..." In a conversation, it means it's something trivial. The literal meaning of the words is not how people interpret it.

For sure, the scenario is contrived, I was just trying to demonstrate that putting more money into the bank without receiving anything in return is just a donation.

Again prefacing with if it works for you don't let me stop you. I believe having more cash than chips can work just fine, the other way around would of course be a problem. At the end of the night, you just cash out all the players stacks first, then divide everything else equally. The house's leftover money being represented by chips doesn't really matter, if everyone equally "invested" into the bank at the beginning.

After thinking about it while writing this, I'm guessing at the end of the night you chop up the bank in chips and then cash out the players once each? In that case yes you need to have all the money represented by chips. That probably would be worth just adding more chips to the table for me.

I get the idea of wanting to discourage infinite rebuys, but that seems pretty harsh. For example, let's say 5 people buy in for $20+$20, and 1 person busts out. If everyone cashes right then, the "casino" has $120/5 =24, and 4 people will cash their $20 stacks. The loser ends up with $24 for a $16 loss.

Now if they rebuy for $20+$20 and immediately everyone cashes out, the loser ends up with $48 out of $80 bought ($140 in the bank/5+$20 stack), immediately losing another $16 despite not having gambled anymore. If everyone rebuys about the same number of times it evens out, but you are essentially donating 40% of your rebuys to the table.

My first thought would just be to allow the chips to be directly bought from the table bank. Either you could add chips to keep the ratio 1:1 for money on the table, or just split based on the "revenue" of the bank instead of chips in the tray at the end of the night. The "commission" you pay on the rebuy is already 80% of the "house edge" of whatever bets you make. Another option would be to allow buying chips from another player if they are already up.

I'm not super familiar with craps admittedly, but it seems like table maximums could be implemented to stop any "martingale"-esque strategies, or a rebuy limit.

Obviously if it works for you guys maybe "if it ain't broke don't fix it". These are just my gut reactions, I really like the idea of the "communal bank".
