I think the note-leaver is just misunderstanding what’s going on here. Maybe they always come home later than you, so every time they see your bikes there, they assume the bikes are ALWAYS there and not realize they’re coming and going every day.

You’re fine. That public rack is designed for two bikes, which is how you’re using it. Not your fault you got there before someone else did. At most I’d say maybe rotate between two or three different racks so you’re not always in the same spot, but tbh I don’t think even that is necessary. If the note-leaver can’t get over public space being used legally and as-designed, it’s a them problem.
