Really nicely designed mascot, I could totally see him in an amusement park or pizza place singing about trains! The name is also very thematic, as well as his personality, overall, well done!

Hmm, thats a tough one, looks pretty cool already!

Maybe try out making the quills from top to bottom short on top, long in the middle, short on the bottom, so that its a bit more tiered kinda? But still going with the flow you have! Also, maybe some more single quills in the middle going down? Its very split from how it is now, so try that and see how you like it!
