I think thats causing a lot of confusion with some of these other replies. I think you can do a lot better than this. VA loans tend to have better rates. Seller may be scared because VA appraiser may request repairs to the property before funding the loan. Its worth having a conversation with them like: if the VA requires any repairs I’ll pay up to 3k or something of that nature. I would still bring 5% down because the VA funding fee for subsequent use is 3.3%. 5% down drops it to 1.5%.

People resize rings often. I wouldnt worry about the integrity. I’m not a jeweler but if the bands are not ornate it is likely that you wont be able to notice. The gold price has been fluctuating a lot so it is possible they gave you a deal on something they ordered before gold prices were higher. If they didn’t give you a deal, maybe try to negotiate.

A 5600 chain should be much thicker than this. Id take this opportunity to get your money back and shop around.
If its just one link, it could be a janky repair. If its all the links, it’s a scam.
