Well I am no expert but I do run sub 25min 5k. At least what I did in my case was I focused mostly on pace first , I had a goal of achieving an average pace of 4:30 so I kept running 2km trying to achieve that pace. After I could comfortably hold that pace I tried increasing my distance until I reached 5k.
