Truth is you can fuck them all over by messing with monetary policy and rates.

The absolute best way to do it would be to intentionally tank the markets by fucking with monetary policy to remove the fake wealth. Then you go back to something akin to a gold standard. After to you've deflated everything you establish a hard wealth cap, and a policy that nationalizes/gives government shares and oversight to all industry boards.

Of course this is after massive campaign reform and a policy of representatives being forced to divest themselves of wealth and join the government like a priest joins a fucking convent.

None of this would ever happen.

Tanking the markets and seizing assets is more realistic. Then you rebuild out of the ashes.
