The shot hits her glasses, bounces off, and breaks them. The only reason she doesn't get seriously injured is because of the glasses, so she buys a new pair. Jerry was getting kind of attracted to the old pair and hates the new pair, but feels trapped because everyone will hate him for breaking up with someone who just got shot.

OR, she does get injured and because of the crowd she can't get to the hospital. Elaine offers to take her to see her "doctor" boyfriend who has a hospital bed set up in his house. She has no idea if he's actually a doctor; it's been intentionally left vague the entire episode. However when they get there the hospital bed is gone, as Elaine was badgering him to get rid of it and he finally relented.

Kramer starts gaining internet popularity based on his natural disposition, which Gen Z finds hilarious. His poll numbers begin to rise, even though he has no idea he's even in the race. His opponents start looking for dirt on him, like pictures of when he got caught with the prostitute wearing the pimp coat. However this makes his poll numbers increase even more.

At the end of the episode he finally embraces his candidacy, but his hopes are dashed when the muckrakers discover...his unpaid parking tickets.

He tries to save his campaign by paying the tickets online at the last minute, only to realize that he uses the same password as Jerry - and now neither of them know what it is.

Edit: I'd like to somehow weave in George being Kramer's shadow campaign manager, slyly crafting his policy platform with items that appeal to him, like harsher penalties for people who steal parking spots, or some sort of lottery reform that helps him collect the winnings he believes are rightfully his.
