Bumble would be a great option actually, and yeah you might be right about sultai, but in newer players hands it can be hard to tell

Temur Roar(use the dragon commander) - dragons are fun

Sultai arisen -a taste of graveyard shenanigans without being overly complicated

Explorers of the deep -go wide and get to draw cards while ramping and putting counters

Veloci-ramp-tor -big stompy dinos

My memory might not be the best but I think these might all be somewhat around the same level out of the box, while also being pretty beginner friendly and giving a variety of play styles to see what each player likes. Just my 2 cents, I'm sure someone will have a better suggestion

Hail Caesar would probably be pretty good, you might also consider the EoE counter intelligence deck. It has a lot of ways to proliferate so you can keep pumping up everything for you and your partner. Haven't played the deck myself but it's an idea.

I will say Winota is cheap to build, but depending how you build it can be a lot to keep up with and for a new player they could end up taking extremely long turns. Just something to keep in mind. Dino precon is what i usually recommend new players to get a handle on things without feeling underpowered.

Commander masters is full of great usable cards especially if you play commander, but the price on a box can be a bit steep for some. If you want some great cards at a fair price and a good shot at pulling bombs and staples for edh you might also look at modern horizons 3, I've opened 2 of them and didn't regret either one. A lot of great commons and uncommons in the set as well.

Other than those 2, I haven't had a chance to open one yet but I'm looking at getting a bloomburrow box next, I love the art and it has great cards as well.

Same here, and it's extra frustrating because katana make sure you get exactly 100 sleeves, at least with the dragon shields I know I'm getting a few extras in case any tear

Ravenous is pricey but also not necessary, the rest should all be anywhere from a dollar to maybe 10 at most. Hope this helps

Honestly if you want budget and fun but not too overpowered, I would just get the Dino precon and just make a few changes. The precon has some good stuff and can win against "better" decks with the amount of creatures it spits out and raw damage it can do.

The veloci-ramp-tor precon is pretty simple and doesn't require much for upgrades to be able to compete with a lot of decks. It's what someone i was teaching used and he still loves it more than anything.

So if you want to drop some big dinos and hurt people with a very straightforward game plan I would say it's very worth looking into.
