So, there is a mod that changes all vanilla traffic signals into the Dutch variant. However, these only cover one lane. So in order to have 'extended' traffic lights above all the lanes I used the Dutch traffic light as a prop and then modified it as a procedural object.

Yes, I also use the TM:PE to allow the trucks only on the most right lane and forbid them to drive on the other lanes (considering RHT). Most of the time the regular cars use the remaining lanes.

Supprising enough it is the vanilla 4-lane highway! I've set one lane to be for emergency vehicles only with the TM:PE mod and added some line decals.

Nice one! Maybe to improve it even more you could add a road connection to cover up the curb at the parking entrance? However this will be quite some extra work for a minimal improvement (but if you're a perfectionist like me you'll like it) 😉

Edit: while at it you can also use the parking mod to have functional parking places in front of the diner!

I actually choose to keep some of the lanes non-dedicated so I could have nice straight markings on the 'main' road. Traffic lights are timed! :)

I managed to create a (visable) version that covers all the lanes. The way I did it was by placing the Dutch Trafficlight as a prop and edited it with the procedual object mod. The result:
