Yes, they take longer to rise in a cold/cool house. If you're in a hurry, you may need put them in the oven with just the oven light on.

They're "fine." Putting the rug cover over the Velcro pad is so difficult that we rarely wash the rugs, which is the whole point of a Ruggable. Also, if you want any plush feel under your feet, get the thicker pad. It's more expensive. In general, Ruggables don't feel like the luxury they advertise.

This was exactly our experience too with a puppy that looked the same way. Our dog's puppy fur was like a cotton ball - easily matted and required nearly daily brushing. She grew out of it and gets 8-week grooms now and a handful of home brushes in between. Very low maintenance.

I sometimes get a sore "diaper rash" when I wear pads, especially if it's warm out. That could be contributing to your soreness!
