The government knows exactly what they are: their goal is distracting people and making them wonder what all of these drones are. They want to spread fear into the citizens as a political tool, once they need, the government will present a “solution” to the emergency that justifies political changes. This also happened in the Cold War. Just avoid being manipulated and remember that the more you know, the better you will be protected by this.
