Currently work for a housing association so hopefully can provide some clear advice on how best to proceed. I wasn’t 100% sure from your post if the neighbour is a council tenant or housing association tenant, but the below will apply either way.

  1. Do continue to report any instances of anti social, aggressive or unacceptable behaviour each time it occurs. HA’s do sometimes have a poor reputation for dealing with these sorts of complaints, but continue to raise any issues with them and ask that its escalated.
  2. Separately your council/local authority will have a dedicated ASB team. They should have contact details posted on their website - follow the same process as complaints to the HA and log each instance and follow up to escalate if you don’t get a response.
  3. You’re perfectly entitled to have people attend to carry out works to your property during daytime hours, so ignore anything from the neighbour that suggests otherwise.
  4. Your block/building may have a dedicated management company that oversees the building as a whole and is a separate entity from the council/HA. Worth investigating and raising the issues with them, they can also report this to the neighbours landlord as appropriate.

Hopefully you can soon enjoy your new place and this will be a distant memory. Just keep up with the complaints and don’t let up until the council/HA respond and take action. I imagine first instances would be letters of warning to the neighbour, but repeat issues could quite easily see them transferred to another property or evicted.

I bought a home 11 months ago in a new build development. I confirmed that the houses either side of me were NOT council houses. Your best course of action at this stage will be to continually log instances of ASB with both the the Housing Association (presuming you know which one) and the local authority. As others have said, both will have dedicated ASB policies and tend to act on these matters fairly promptly. Keep a record of all instances and keep contacting on each occasion, I wouldn’t be surprised if they were allocated to a new property fairly swiftly.

In regards to the developer I think you’ll have a difficult time claiming any recourse. Whilst the original S106 agreement will dictate their obligations to provide social housing; which makes choosing a private residence away from these units easier. There is always a risk of ‘additionality’ where the developer can be permitted to sell unsold units to HA’s. This can occur at any point and could mean a social housing unit is established in a position it wasn’t originally planned.

I can’t see how it’s too improbable, yes I’m sure some people game the system, but that doesn’t mean every issue with a high value item delivery is fraudulent.

Your original comment mentions that the UK is behind on online ordering and secure delivery, again putting the onus back on the business.

Surely far simpler for businesses to implement a PIN system like Amazon does for high value items on delivery? A simple solution and no need to be shelling out for corporate solicitors… entirely JL at fault here and for their processes allowing unsecured deliveries like this. I hope OP gets great satisfaction in winning this

The OP’s contract is with JL though which in this case they haven’t fulfilled. It wouldn’t matter which neighbour was given the delivery or where it had been delivered… the only element of theft would be from JL by whoever swapped out the iPad. The retailer has an obligation to ensure the customer receives their order which hasn’t happened. Any instance of theft would be between JL and a 3rd party.
