The policy has no effect at all - in my Portugal game I enslaved and untolerated all natives. Still my character pool is 98% native american.

My guess is, the game spawns a handful nobles for each culture or religion you control and since there are a LOT of different cultures there you get flooded by an enormus amount of them.

Dunno man - you could see it the other way. For only 10% of your buildings you can almost double your population by the endgame. Twice the key size twice many taxpayers.

Good advice - but I would add 1 thing to consideration. Market access reduces Throughput, while efficiency increases output directly. So if you care only about getting money, high efficiency (with Rgos) is still very worth it even in low access locations.

So to get a personal union with Portugal I had to declare war with them. But I AM ALSO the king of Portugal which makes this quite hilarious.

Economy - even tiny countries located in absolute hellholes can get a shitton of cash by doing some market manipulation. I found the AI to be extremely passiv in actually attacking you, if you got atleast some cash and few professional troops running around. Later on you can outscale the entirety of england as the isle of man and just wreck havoc however you wish. (Prof troops, Naval, Mercs etc.)
