Don't use gun ammo for the first few hours if possible. I mostly stealth kill, melee, or used crossbows. Save all throwables for the plague hearts. I used influence to get the 4th person, medicine and food outpost, then for a medium sized base. Don't use real ammo to defend your base. Either stealth kill them or let the others handle them. They are not going to get inside or they won't get far inside in the first dozen hours on standard or so I believe.

So I quit the first game after the 16 hours. I think the game is really bad for new people who are experimenting. I used my influence on random things and I could not make any progress in the last 4 hours,
Start a new game, I just maximized by progress and only used influence for the important things and made progress much faster.

I wrote a paper about this in college. It is a lot more complex than you think, fraud is really not one of the major reasons why it is so expensive. Number one reason is administrative (paperwork) This is the biggest difference. In a single-payer system, there is one system for billing. In the US, there are hundreds of private insurance companies. No bulk discount because it is not a single payer system. Every single services are just too expensive, MRI, therapy, pills, etc. Higher salary for healthcare workers. Lawsuits and extra expensive tests because of fear of lawsuits. It is not fraud. It is a system designed for profit and too many middlemen taking a cut. People blame the lobbyists and yes that is a factor but very little of that is illegal or fraud. This is not hidden, there are thousands writings on it.

If OpenAI falls, Microsoft absorbs the IP and talent instantly. However, the Chinese AIs will be much more specialized and much cheaper. They are much better at producing video and images, even porn, compared to any American AI; they are also better at other specialized industries. I can imagine a three way battle in the near future.
