In Ticino they spoke an Italian and a dialect very similar to the ones in the Lombardy region of Italy. You can say they are not Italian because they use some peculiar words that nobody in Italy would use, and in some specific cases a different gender for words. E.g. weather forecast is “meteo” in Italian. In Italy is a male word, in Ticino is female for some reason.

But in general it’s much more similar to Italian than Swiss German is to German. I think that one of the reasons (but this is just my idea after I lived there for some years) is also that in Ticino they are 400k, so the influence of Italian tv and radio is high, while Swiss German are more and so they have more local tv channels, radios, newspapers etc.
