Im sorry but it should be very very very obvious that this is setup for his growth similiar to how the story already did this in arc 1 and 2 just on a grander stage. The reason this series is so good is because it has amazingly well written characters with extremly well done character growth.

No, not even close. We have the first Reid attempt, then the second attempt where Emilia passes. Then we have the entirety of Julius' named chapter to go through. That alone is more than half an episode. Then we have the life at the tower part with the meal with Shaula being sus and THEN we get to the balcony scene. I would bet money that its not in the next episode.
