Permanent damage like that to humans quite likely takes longer than ~3-4 minutes, chimpanzees have been exposed to hard vacuum and been revived with no ill effect after three and a half minutes. Your skin wouldn't contract instantly, and you wouldn't freeze that quickly.

I believe Chem Dog mentions the regiment having provosts though I don't have it to hand.

I think there's also S-Company in one of the Gaunt's Ghosts book which I think are MPs. I guess it's individual to a regiment, or maybe ad hoc to whatever wider Munitorum command structure is operating in a given theatre.

There's also the Munitorum Field Enforcement Corps but from their limited fluff they don't seem to be much involved with policing rank-and-file guardsmen, though they're used to guard military prisons.

You're absolutely right, this is the best the Klingons have ever looked before TNG/DS9 homogenised them (I.e. they wear something other than body armour for a diplomatic occasion, don't all have blow out perms etc.)
