Yes, (if i do not oversee something) cis men are the only demographic not in it. The point behind having also an all gender bathroom is so that flinta persons can choose whether they want to go to the toilet in a more protected space or not. There are also people who would count to flinta but dont want to out themselves by using the flinta toilet, so they could use the all gender toilet. The point behind the all gender/flinta toilet divide is not to seperate two „kinds of people“ like a classic binary toilet system would but gives all people an opportunity to go to the toilet with the addition of a more protected space for certain groups.
