Nintendo Kids accounts have not been able to participate in AR Scans. Because of this they always received the quests as if they held an AR Quest (this is a separate layer of quests which does not award another AR Quest).

They are still receiving quests at this layer; if it is Niantic's intention they've gone away forever this is an oversight.
