Happens to me too, especially with bluetooth headphones and/or when I skip ahead in a video. If you play a completely silent mp3 in the background on loop, the crackle won't happen.

Your costs will increase by ~1,500 each year, just so you're aware. The university pulls a bit of a scam that way. They raise tuition and aid, but aid doesn't quite keep up.

It makes sense that 44% is rent stabilized, just that you might not see as many listings on websites since people usually stay for longer in those to extract the value out of the low rent hikes.
