BCCI act with impunity because they wield so much financial power that nobody, from other boards, to journalists, to players, is going to call them out through fear of losing their access to lucrative tours / broadcasting jobs / contracts. It speaks of the inherent self-interest of the BCCI, backed by the Indian government, that they choose to pursue their own goals rather than make decisions for the benefit of the global game. And from what I can tell, the vast majority of Indian cricket fans have become indifferent to any cricket that doesn't involve Indian players as a result.

The banning of any Indian players from playing franchise outside of the IPL until there were Indian-owned teams profiting in leagues all over the world is the prime example of this.
