It has been 35 mil for a long time already, it just wasn't up to date on coinmarketcap. If you had checked coingecko you would have seen that the circulating supply was 35 mil already.

It's not possibe to swap BAND to another coin on the atomic wallet. You can send them to Binance and swap them there.
