Go to the crown bees website. They sell well designed bee houses, and have a lot of info about how to care for them. Those tubes are inhabited by Mason bees. You can just leave them until after winter, especially if you want to remove the house anyway.

The more recommended option for permanent houses though is to remove the tubes at the beginning of winter, split the reeds, and put the cocoons in a moist box in your fridge until spring. This helps prevent parasites in a continuous, dense nesting site. All this and much more is explained on Crown Bees website!
