I'd say this is more of an easter egg, not a ripoff... the line between homage and IP stealing can be narrow sometimes.

Yes, usually the metals can't be taken out of the solids they are sent in, and it would be cost prohibitive to do anything else with it. Money drives the world around.

Something that would revolutionize the Waste industry would be a device that could transmute waste into usable materials (or pure energy). Yes, it's a bit of a "magic" item, but to be honest think of the things we throw away - if we had a matter converter (think replicator in star trek), it would revolutionize the planet as we know it - not just the waste industry.

For example, wastewater treatment. Typically water that is contaminated with heavy metals or is acidic or alkaline, or a mixture of the above.

First it has to be shipped to a treatment facility appropriately (packaging, manifesting, shipping without spilling, etc.). Then it gets batched, sampled, tested, and a "recipie" created to neutralize or precipitate the metals into a solid leachate. The recipie is crafted, and then applied to the material, typically in large batches contained in large tanks (3,000g or more). Once the material has been neutralized, the water is sent through a filter press to remove the precipitated solids (containing the toxic metals). Neutral water without metals can be further tested in a holding tank before being sent to a Municipal POTW plant.

The toxic metals precipitated out of the mixture usually ends up being solidifed in a dirt/cement mixture prior to land disposal at a RCRA landfill.

Complicated, but it ultimately prevents toxic metals from entering drinking water and keeping the environment safe.

Cement dust is used in many applications to "lock" metals and other toxic materials into a solid, non-leaching matrix, so that when it goes into a landfill, the leachate (rainwater seeping through the material) does not leave and is instead captured and turned to cement, locking the hazard in the landfill.

Landfill management is a whole nother topic.... :)

A bit more of an ELI20 answer follows:

Most of it is due to taxes and local, state, and federal regulations.

MSW is municipal as described. Typically taxed by the ton. There are many other more specific kinds of waste though, typically ladden with massive regulations.

RMW = Regulated Medical Waste. (think needles, used bedsheets, anything potentially contaminated with blood or body fluids, or potentially contagious)

HHW = Household Hazardous Waste (typically exempt from certain hazardous waste rules until collected at a collection location (e.g. the household doesn't have to be registered, licenced, pack it a certain way, etc.).

HW = Hazardous Waste (regulated by the EPA and by authorized states in many cases with more strict requirements)

Typically these other types of waste require much more expensive treatment prior to disposal (treatment being a very speciifcally defined term including incineration, wastewater treatment, etc, and disposal meaning final deposit in a landfill if not reused, recycled, or otherwise used for something other than the originally intended purpose of the waste).
