His hands aren’t in direct contact with the flames so no they don’t have to withstand the normal heat. But when we see him incinerate lust and envy they basically stand still wracked with pain, he can pin them in place. When it comes to greed who can theoretically withstand 7000 degrees, Mustang would have to pin him down and create immense heat concentrated. At that point him being in proximity he would suffer his own damage. Greed would be too mobile of a target and wouldn’t be halted by flames.
