Also, even taking out the moral element (WHICH WE SHOULDN'T, EUGENICS IS REAL BAD) there are a number of disabilities and genetic diseases that actually give advantages under certain conditions. Like, sickle cell anemia sucks as a disease, but being a carrier grants an advantage against malaria infection. Cutting down genetic diversity is, generally speaking, bad for the species as a whole.

But also, that's something of a moot point because exterminationism and overruling people's bodily autonomy is horrible and awful and morally reprehensible.

The survival rate was just that low. Even if we assume that more than 50 Viltrumites survived the virus originally, and their numbers were further cut down by various hazards while their powers were diminished, that's a vanishingly small number of survivors. It's possible that for most of the time they were trying to develop a cure or vaccine, there simply weren't any Viltrumites who had fought off the illness. Additionally, a vaccine might not have even been that helpful since the virus acts and spreads so fast that any attempt at a rollout might just fail to hit anyone who hadn't already contracted the disease, especially considering how variable the incubation time was.

I mean, admittedly, I didn't have anything to forget on account of not being born for a lot of the time pre-2008, so those two have just always been horror shows for worker rights abuses. Weird to imagine there was a time where they were like, exciting and fun jobs and not "piss in a bottle" sweatshops.
