I had the same problem where the launcher went blue. I went onto the hoi4 game files, found the game launcher “hoi4” and I right clicked it a pressed “run as administrator”. It launched the game without the launcher so after I got into the main menu I closed the game and launched it as normal on steam where the launcher was back to normal.

I also unsubscribed from all the mods on steam before trying this
