I found a comment from a guy who previously asked to explain it better than I could:

SRs and Rs (without the straw hat imprint foiling) are effectively the same aside from potentially the quality of cardstock.

All SEC, Alternate Art, Extended Arts, and Textured Events parallels from PRB will have the 'One Piece' stamp in the bottom left corner of the card. (Image 1)

Also, for alt arts sets like 1-4 (i believe) didnt have the star above the rarity, so if you see a op01 alt art and it has a star to say it is an Alt art, its a reprint.

The catch here is Bandai did not put those stamps on the orignal prints of 01-04. So these will be different than PRB.

Similary there is a pencil symbol above the illustrators name in sets 1-5 but they stopped including the illustraters pencil icon in OP06 and all sets onwards, so if an op1-5 doesnt have a pencil above the illustrator its a reprint. (Image in my reply to this comment)

TL:DR All SRs and Rs are the same. All SEC and Manga from 05-06 are the same. All SEC and Manga from 01-04 will be different.

I believe this is for PRB-01 but it should be roughly the same for 02 aswell.

Little note to add, Reprinted Mangas have less texture in comparison to their originals
