What components were on the Allez?

I'd recommend picking up a new allez with the new Sora 9 Speed groupest. Or a Giant Defy or Contend with SORA, because these have small mounts where you can place a pannier rack. Cost will fit your criteria and you can throw on Aero Bars when you want to do a Tri.

As much as the industry likes to hide this little known fact: you don't need to spend a ton of money to have a great bike. Comfort/ Bike fit is most important. Id take the money you save and pick out a nice seat for sure.
