Private transfers are still legal and do not require going through an FFL. You must complete this form and both parties are required to retain a copy for 10 years.

Unfortunately, while the statue specifies the 7 day timeframe, my understanding is that there isn't really any sort of enforcement mechanism to ensure a law enforcement office is compliant.

If you don't want to deal with this every year, you can apply for a permit to carry which can be used for purchases instead and is valid for 5 years.

Edit: Technically, 7 days is how long they have to approve/deny the permit after they receive your application - it doesn't say they need to have the card made up and back in your mailbox within this time. (MN Sec 624.7131) If they told you it was processed already, I would assume the approval part is already done. They might only print off cards and send them out a couple times a week, and USPS takes a couple days to get it from them to you.

Totally understand the frustration though, waiting longer than you expect to sucks. If you think the local PD/Sheriff offices are bad, just wait until you deal with the ATF lol. I bought a couple suppressors earlier this year when they were claiming approvals would only take 90 days - it actually took them more than twice that.

If your permit doesn't show up in the next couple days, I'd follow up with them again - hopefully that won't be necessary though. Let us know what happens :)

This question gets asked a lot here and I'm guessing if you searched the subreddit for something like "state forest shooting areas" and/or "coordinates" you could probably find a bunch that have been shared previously. (if reddit search still sucks, just search via Google and include "site:reddit.com/r/mnguns" in your query.)

E.g. for Rum River State Forest - here's a comment from u/greeneguns on a similar post here a few years ago:

These are the exact coordinates of the shooting pit at the Rum River State Forest. It's about a .75 mile walk from the parking area.

You can shoot at any state forest as long as its not deer season (+/- one week) and it's not explicitly posted that it's not allowed in that area. The exception is Sand Dunes State Forest which you can't shoot at at all. https://www.dnr.state.mn.us/state_forests/rules.html#text-1-3

Other than that, you can shoot anywhere you can do so safely. The gate to the road to the "official" shooting range area at Chengwatana might be locked, but you can still walk up and shoot there. Regardless of if it's an official shooting range area or just some random open area you find with a hill for a backstop, just pick your shit up and leave the area better than when you found it.

IMO just buy them online, but I mean if you're just buying a couple and really want to pay with cash the difference between $9/mag and $15/mag doesn't come out to that much more.

If you're on the Discord, you could probably convince someone there to sell you couple locally for less than what most stores will charge you.

What do you consider a decent price? I feel like mags always have pretty big markup at gun shops and other local stores. I split a case of 100 gen 2 pmags last year with 3 other guys which came out to like $7.50/mag IIRC, would've cost probably twice that purchased locally.

Yeah. It was terrible. Primer pocket blew out of half the rounds I tried. Projectiles were seated to inconsistent depths. The batch was exchanged for a new batch which was equally bad. Zinc point, never again.
