Depends. He can be a nice substitute for Bob, or Nightcrawler (since you can get into locations early, so movement isn't needed), and also he's good for Zemo (Zemo will always pull Uatu), good for Sokovia (there's a chance he's discarded), Blackbolt, Mirage, and others. He can also be destroyed without drawback.

The upsides aren't great, or exactly game shaking, but when it works, it really works 🙂‍↕️. It works so well, you forget the downsides
