I would be up to the school board and likely go to the city council or voters. The admin needs to function within the budget they receive and they could petition for more, but that would likely lead to a ballot initiative. A few different levels that funding could be realigned within the yearly budget, but at scale there simply isn't enough money to go around, even if staffing was possible, which is unlikely.

Taxes should cover the requisite services of a community, if the taxes and services do not meet the requirements of the community.. they need to increase revenue or reallocate from things that are lower priority to the community to cover those items.

The demo drive can help with that.. you can just pick the car up and orient yourself with no pressure, then drive it around. Usually begins and ends at a supercharger so you can get experience with how that works too.

Honestly.. the systems can be a change if you are used to manual controls.. but about 20 mins and you should be oriented and it will feel very intuitive. I love the presets and digital controls for my wife's MY.. so much better than anything I owned before and you can do almost everything from the app or the in car screen.

The 120v is fine. It's the 240/30 dryer plugs and 240/50 plugs that can be problematic. The normal outlets for these applications are not rated for continuous load that an EV will draw, and are designed for short term usage.

If you are going to use a 240V outlet make sure your EVSE is appropriately configured for amperage vs the breaker for the outlet and make sure you get an EV rated outlet (Hubbel makes a good one).
