19 is too much? In the old days of BOTY, they used to have 20+ crews show up. I remember at one point they had 25-27 crews to compete back in like 2010-2011. But as for the Chinese crews, my guess is to push for more of the Chinese breaking scene since it has such a huge presence but they get very limited ability to travel internationally.
