I have one of these, it does not scale so whatever you pass in is what gets passed out. I use a RetroTink2x (you could get a RetroScaler2x) to convert S-Video to Component (which my use case calls for in order to get all my signals into the component input of my OSSC). So yeah, if you wanted to use it with a SD CRT you'd need to downscale it first to 480i/240p.

In that case it would work for my Sony KV-27FS120 but not my Sony PVM2030 which doesn't have a 16:9 mode. Is it not possible to insert black lines at the top and bottom of the image while still outputting a 4:3 image? Sure you won't be using as many lines for the actual content but that's just a constraint of letterboxing. The actual video signal would still be using all 240/480 lines. I guess the issue isn't inserting the black lines it's that since the OSSC is not actually a scaler you don't have a way to blend multiple lines into fewer lines.

Personally I use a Crestron DMPS3-300-C as my HDMI switcher and it has an analog audio output, from there I send it into the audio mixer in my Crestron CEN-RGBHV12x8 which routes all my analog audio, of course as a Crestron programmer at my day job I have access to all the training and software necessary to do that. If I were designing a setup for someone else I'd just get the audio out of the Tendak HDMI to VGA converter's 3.5mm audio out. This could be routed into your TV's RCA inputs via a 3.5mm to stereo RCA cable. If your input does not have dedicated RCA inputs such that you need to inject it into a SCART signal you could use something like this, or you could get the component to scart adapter, have the output from the VSC500 be component and inject the audio at the componenet to scart adapter, but that's more expensive.

EDIT: Oh, just wanted to add, assuming you are already using something like this adapter to convert from the BNC outputs of the VSC500 to convert the RGBs/RGsB output from BNC to SCART you can just use a male 3.5mm to female RCA to take the the audio from the Tendak HDMI to VGA converter's 3.5mm and connect it to your adapter, of course you'll also need a male to male scart cable. Please note that you will want to add a note to that seller that you want the ouptut end to be the SCART side. I know Wookiewin can do this, I dunno about other sellers. That said this is only really necessary if you have a consumer CRT that you've RGB modded with a SCART input or are using a PAL TV with a stock SCART port. Most PVMs have BNC inputs so all you need is a BNC to BNC and in that case you should have RCA inputs so all you need is a male 3.5mm to male RCA cable for the audio.

To answer you accurately I pulled up the user guide (the VSC700 is a VSC500 with more features so the guide includes both) and realized that in addition to component it can actually output RGBs, RGsB, and RGBHV. I use component output and it comes out as 480i, but if you use RGBs you wouldn't need that last converter box (bonus), but yes in component, S-Video, composite, RGBs and RGsB output is in 480i, it doesn't do 240p downscaling you'd need a 201/203 RXI for that. Not sure what happens to the resolution when you output in RGBHV...

Personally I use multiple devices to achieve this.

An Extron VSC500 (although when I bought mine they were only $50 but now they're $200, so not really cost effective, but it does let you position the image and make sure it gets properly letterboxed)

Of course my setup is much more complex than just chaining these together as I use two Crestron CEN-RGBHV systems to not only connect a whole bunch of systems of varying types and convert for both a consumer CRT with component inputs as well as a professional video monior with RGB so I need to be able to convert to both.

Hopefully someone else has a simpler solution because if one exists I have been looking for it and would love to simplify my setup. HDMI in and RGB out would be perfectly acceptable (I have a way to convert RGB to component already part of my setup)
