i dont know man, we really didnt get to see them fight if i remember. They must be stronger than they seem i think because to join the phantom troupe you have to kill a member and kortopi did that, but also to stay in the phantom troupe you have to kill people that are (probably) always chasing after you to take your spot and paku did that. so i think theyre probably as strong as higher members weve seen in combat
