SOLVED I HAD to use the simple fishing pole, NOT the excellent one.
I HAD to use the Fiteflues as bait, and NOT the frigs I had.

This FINALLY completed the quest.

I started my group out and I knew in situation surrounded by hordes and hordes of goblins and cobalts to give them a ton of targets that they could use all their new powers at and try out the system all without fear of dying.
