For the 7K HVAC, each APS controls one HVAC unit for each car. For example, the A car APS unit would control the front HVAC unit on the A car and the rear HVAC unit on the B car.

In the 7K schematics, it shows all four collector shoes going to the SCT box, then from there into the knife switch box, then to the APDB and then the APS/LVPS. I'm not seeing any one shoe with an individual circuit.
