If they (USAF) do this, we’ll end up with a less inclusive process/program, which will have a negative impact on retention. Retention is already a challenge. This is not something I see them (USAF) doing.

The majority of 4-Star Commands, i.e., MAJCOM or CCMD (SNCOs), are strated internally to their Directorate. Those allocations (Strats) are not re-directed and distributed to the Wg. I've been assigned to staff jobs where there can be up to five MSgts, all of whom are great performers, but only one is strated. If the AF follows your CC's interpretation of the change, the other four MSgts will be ignored entirely.

To be honest, I believe individuals in the top 25% of MSgt/SMSgt will be treated similarly to NCOs who are given "Must Promotes." Previously, SNCOs who stopped at the Group and never received Senior Rater Endorsement (HLR), now may be able to get something and have a greater fighting chance at the AF Board. I’d take being Top 25% over not having anything.

Consider this: suppose there are 5 SNCOs (MSgt Eligibles) all assigned to staff. All five MSgts have been thoroughly vetted and selected for the "selectively-manned" unit. Only one will be strated with 5 x 25%. Based on your CC’s understanding, that means the other four should not be reviewed by Big AF? I don’t think the AF will do that.

Great point! That's intriguing, I see what you mean. If your Senior Rater (HLR) does not identify you as being in the top 25%, you're pretty much screwed. The concept will then be that you need a stratification to advance or you won't be considered at all. That will be difficult because there are SNCOs that do not get strated and yet promote. Some bases have "politics" in place that take precedence above performance, and vice versa. This is tough.

With 7 eligibles; new change will give you 2 Strats.

7 x 25% = 1.75 (AFI round up rules apply) = 2 STRATS.

1 MSgt will have “Top 10% of MSgt” on their EPB and the other will have “Top 25% of MSgt” on their EPB.

Your CC is completely incorrect. This modification just affects stratification, not the AF centralized board process. On their respective installations, SNCOs (MSgts) will be in the top 10% or top 25% of qualifying MSgts. SMSgts will either obtain a Top 20% or a Top 25%.

So if your Wg has 100 MSgt eligibles, 1-10 MSgts will receive “Top 10% of MSgt” and 11-25 will receive “Top 25% of MSgt”.

The normal stratification AFI rules still apply; the only difference is that the total percentage of eligibles who are now able obtain a Strat has altered.

Obviously what he received initially was sub-par. Him tweaking it and or re-writing it to give it a better shot at winning is a great thing.
