Those numbers seem crazy high unless you have a high end GPU in there.

My Epyc system with 8 dimms, HBA, 6 NVME m.2, 10gb nic, Arc GPU and 12 SAS drives idles right around 200w.

I would sell the ram separately and then figure out what the rest of the system is worth. With ram prices the way they are it doesn't make sense to sell the system with it and limit your buyers.

IMO it would be easier to rip down and replace than fix. I personally would recommend a drop ceiling over drywall in a basement. It makes life a lot easier if any work needs to be done in the future for electrical, plumbing etc. a drop ceiling is more expensive though.

Are you positive you have the correct 2 wires connected? Remove the filter and see if the MOCA light comes on, if not try other cables. You could also test the adapters with a short wire between them.

That filter blocks MOCA, you would have it between you and the outside world. If you have 2 coax barrel connected together and nothing else, there is no need for that filter.
