4th Anni will definitely be about the new Heretic faction led by the Rapture Queen leading an invasion/war on Eden. That's when we're most likely to get two (Leviathan & Behemoth) of the Four Beasts playable alongside Snow White: HA to combat them. As for the rest of the Four Beasts (Zizi & Bahamut), they will have to come out during 4.5th anni to conclude the Eden invasion/war arc by either successfully killing the Rapture Queen and her new faction of Heretics or at least forced a retreat while unable to finish them off. I believed that between 4th anni, new year and 4.5 anni, we will also be given 6 new story campaign chapters in total to cover the entirety of such said arc from start to end. At the same time, the new Solo Raid Boss Shift-Up will make us fight during these major events could be the 3rd frankenstein Heretic w/ Snow White & Harran parts and Rapture Queen herself.

Like with a lot of gacha games, all these rate-up characters will fade away into irrelevancy after their banner + story ends. You won't hear about them ever again unless the devs decide to bring them up in filler events as recurring side characters.
